I dunno. If the Queen of England doesn't preside over England, what's the point in calling her a Queen?

2: Assuming you mean the Queen of the United Kingdom of Great Britain and Northern Ireland. And, of course, of Canada, Australia, New Zealand, Jamaica, Barbados, The Bahamas, Grenada, Papua New Guinea, The Solomon Islands, Tuvalu, St. Lucia, Saint Vincent and the Grenadines, Antigua and Barbuda, Belize and St Kitts and Nevis, then the reason she's a Queen and not a President is because she doesn't preside over this green and pleasant land.

If memory serves, she can disband the government if she wishes, but this is only ever done as part of ceremony during the elections. The rest of the time she's all like "Don't blow the country up, and you can run it according to the policies that got you voted into power"
