The cop defended himself in fear of getting bit. The dog wasn't going to attack him. He just wanted his owner. If the dog was going to attack the cop when it jumped out of the window it would have rushed the cop and bit him right off the bat. Instead the dog took some time and it look like it just wanted to play.

You jump in front of his owner and arrest the dog's progress by making a grab for him, yeah, the dog's gonna jump toward you to get to its master. @Blokeh 0.03 seconds, my ass. Like I said earlier, the cops had plenty of time to observe the dog. I don't blame the cop for his lack of training and the response that inspired, but it is not my opinion that other action could and should have been taken, it's a fact.
