If its a toss-up between the PSP and DS, I'd say the only reason to get a DS over the PSP is the GBA compatibility of the DS. If it wasn't for this, I wouldn't have a DS.

MY PSP plays GBA games too, so DS loses this one.

PSP is great if you have CFW.

Got rid of my PSP, I prefer my DS.
It has everything the PSP had - Browser, MP3, Games(free for me).
I got lost trying to put CFW on my PSP.
